The Ministry of Housing and Urban Affairs launched the PM Street
Vendor’s AtmaNirbhar Nidhi (PMSVANidhi) Scheme on 1 June 2020,
offering tiered collateral-free working-capital loans with interest
subsidies, digital-transaction incentives, and a 20 percent capital
subsidy for hygienic, ergonomically designed carts for both
street-food vendors and persons with disabilities. Underpinned by the
Street Vendors (Protection of Livelihood and Regulation of Street
Vending) Act, 2014—which mandates vendor surveys, Town Vending
Committees, and designated vending zones—PMSVANidhi seeks to formalize
and strengthen vendor-municipal relationships, elevate public health
standards, and integrate inclusive, climate-resilient infrastructure
into urban design. This chapter outlines the scheme’s framework, legal
context, sectoral challenges, and the objectives and scope of this
report, which presents standardized, customizable design templates for
two core components: Vending Haats and Vending Carts. These templates
aim to guide States, Urban Local Bodies, and other stakeholders in
creating safe, inclusive, and sustainable street-vending environments
that enhance vendor welfare, urban aesthetics, and resilience.
